Balloon Help for Tcl

This implements balloon help !
This is pure Tcl code - not a C extension. (Sep 21 1998)

I you have Tcl plugin installed , use shift<Button> to download the files to avoid the plugin to be launched !

The balloon.tcl text is about 2.3 Kbytes of pure Tcl/Tk code.
